The United Kingdom has resumed ties with the Indian state of Gujarat a decade after the deadly religious riots of 2002, in a move analysts say is a political boost for Chief Minister Narendra Modi.
After the riots, Mr. Modi was criticized for failing to do enough to stop the violence that killed between 1,000 and 2,000 people, the majority of them Muslims, and had been isolated by Western countries like the U.S. and the U.K. Mr. Modi denies wrongdoing and has rejected calls that he apologize.
